摘要：20世纪90年代初，旅游业已经发展成为世界上最大的产业之一。在充满竞争的21世纪，都市，特别是国际大都市，因其巨大的集聚效应和服务功能，成为区域经济发展的增长极。在中国，旅游业是伴随着改革开放的步伐成长壮大的，虽然起步较晚，但是发展的势头不容小视，极大的发展空间和极高的发展速度使中国日益成为世界重要的旅游目的地。目前，上海作为全国旅游业最为发达的城市之一，在全国旅游业的发展中有着较高的地位，并且发挥着较大的功能。
Abstract：At the beginning of 1990s, the tourism already developed into one of biggest industrial in the world. In the 21st century, the metropolis, specially the international metropolis, because of its huge accumulative effect and the service function, become the extremely growth of region economy development. In China, tourism is following the reform and open policy step growth strength, although it starts late, but its development cannot be looked down upon, the enormous development space and the extremely high development speed causes China to be the important traveling destination in the world day by day. At present, Shanghai becomes one of national tourism most developed cities, has the high status in the national tourism development, and is displaying the big function.
