县级政府机构改革的难点和对策
【摘要】基层干部是党和国家方针政策的具体执行者、各项工作的直接落实者,其执行力如何既关系本地区、本单位改革发展的成效,又关系我国社会主义现代化建设的大局。在实践中我们体会到,提高基层干部的执行力,需要教育引导基层干部树立大局观、增强事业心、培育破解力。政府机构的发展是一个在社会政治经济等因素综合作用下逐步调整政策,不断进行改革和完善的过程。经济基础决定上层建筑,经济发展到一定的程度,便对代表上层建筑的政府机构提出了新的要求。因此,随着市场经济体制的逐步确立和发展,我国政府机构也在不断地调整和改革。县级政府机构改革既是中国政府机构改革的重点,也是难点。县级政府居于承上启下,连结城市和乡村的关键层次和中间部位,是宏观管理与微观管理、直接管理与间接管理、城市管理与乡村管理的结合体,“机构庞大,人员臃肿,政企不分,官僚主义严重”的弊病最为突出,改革的任务也最为繁重。

ABSTRACT
The cadres at the grassroots level is the party and national policies of specific executives, each work directly implement positions, the execution how already relations of the region and the effectiveness of this unit of reform and development, and relationship between the country's socialist modernization situation. In practice, we realize, improve grassroots cadres execution, need education guide grassroots cadres establish diligent, enhance dedication and cultivate crack force. Government agencies in social development is a political and economic factors such as the comprehensive function gradually under adjustment policy, unceasingly carries on reform and improve the process. Economic basis determine superstructure, economic development, to a certain extent, then to represent the superstructure government agencies to put forward new requirements. Therefore, with the market economy system gradually establish and development, China government agency is in constant adjustment and reform. County government reform since China's government agencies the emphasis of the reform is difficult. The governments at county level transitional, links in urban and rural areas, among key levels and the macro management and micro management, direct and indirect management, management of city management and rural management unit, "institutions huge, overstaffing, indistinction between, bureaucratic serious" ills, reform the most outstanding job is also the most onerous.
