Water is the human survival and social development of the indispensable substances conditions, no water, no human society. When humans move since the 20th century, the situation of water conservancy project, great changes of population has increased dramatically, the development of the economy and the rapid development of urbanization on water resources factors caused great changes and pressure: one is the production, life-water quantity increased dramatically, the people to improve water quality requirements; 2 it is concentrated water surged, quickly exceed 。。。。。。
1 工程水利向资源水利转变既重要又紧迫
水是人类生存和社会发展不可缺少的物质条件，没有水就没有人类社会。当人类进入20世纪以来，工程水利的情况发生了巨大的变化，人口的急剧增长，经济的发展和城市化的高速发展等因素对水资源带来了巨大的变化和压力：一是生产、生活用水量急剧增加，人们对水质要求的提高；二是城市集中供水量骤增，迅速超过地域供水能力的限度，城市缺水严重；三是生活废水、工业污水迅速增长，特别是城市附近水域污染严重，使能够有效利用的水资源量在不断减少，生态环境也进一步遭到恶化。但是每一区域水资源总量是有限的，……………………
