中国船员现状及分析

[摘要]： 随着全球航运业的快速发展，出现了全球性船员短缺问题，高级船员尤为严重。本文通过分析船员供给状况，探讨高级船员、普通船员的变化趋势，研究船员人力资源短缺现象发生的原因。提出了加强船员保护待遇、提高船员培训质量、转变船员管理模式、减免船员纳税额度等一系列方法，希望能对改善当前及以后一段时间船员紧缺局面有所帮助，作为中国制定未来海运政策及改善我国船员雇用的参考依据，促进航运业的健康有序发展，为国家经济和社会稳定做出贡献。

The present situation and analysis of China’ sailor

[Abstract]: As the development of global sea transportation, the problem of temporary lockage of seafarers on a global scale presents itself, especially the senior seafarers. Through analyze the provide condition of seafarers, the variation trend of high-rank and ordinary seafarers. This paper exhibited strengthens the protection of interests of seafarers, enhance the level of training quality, and alter the mode of seafarer’s management, shrinking the taxes of the salary. Hoping to alleviate the temporary and the near future’s lockage of seafarers, and become the policy of future transportation of China, the basis reference of our country’s seafarers employ mechanism, thus, to ensure the development of sea transportation healthy and processing, and contribute to the economy of nation and stability of society.
