摘 要
国有资产只有实现保值与增值，才能算是较好地实现了管理。而国有资产保值与增值关键在于国有资产经营全过程能不能很好地把握，这就要从国有资产的出资人到位，国有资产的经营效率，国有资产的监督管理，国有资产的经营管理体制来考虑。只有首先做到国有资产保值与增值，才能维持国有资产的不断扩大。如果国有资产得不到保值增值，就意味着国有资产实际亏损，己提存的折旧根本保证不了更新的需要。本文首先根据目前现实情况，系统地分析了国有资产管理的现状，提出了国有资产保值增值中存在的问题和原因；其次对国有资产如何保值与增值提出了自己的见解；最后，对国有资产保值增值的指标进行构建，以此来完善了国有资产如何管理的体系。

Abstract
Therefore looking for problems in the management of the national assets and putting forward corresponding countermeasures according to the present national conditions of our country has become a new focus. This paper has first analyzed some existing situation of the management of national assets systematically and put forward problems and reasons existing in the management of national assets. Secondly this paper gave some ways to keep value and add value of national assets. Finally, it constructed some indexes that appreciate the management of national assets in order to perfect the system of the management.

Abstract
