财务预算在企业管理中有着极为重要的作用。现如今，国内外的许多企业都在不同程度上运用了财务预算管理体系，并取得了很大的成效。我国加入世贸组织后，伴随着市场经济的发展，财务预算在我国也得到了广泛的应用，但是它在理论和实务上都存在一定的局限性，对企业管理也存在着或多或少的消极作用，有时甚至会危及企业的正常生产经营活动。
随着我国农林牧产业的发展，饲料行业也得到了更多的青睐。哈尔滨xxxxxx饲料企业在激烈的市场竞争环境下，降低费用成本就成为了企业增强竞争力的重要手段和方法。因此，xxxxxx企业把低费用成本作为企业重要的战略目标。为了实施和完成这一目标，xxxxxx企业也开始实行财务预算管理，财务预算管理在xxxxxx企业取得了很大的成效，但与此同时也存在着很多的不足，本文以价值链理论为基础，建立新的财务预算管理体系，来补充和完善企业过去的管理模式存在的不足和缺陷。
本文以价值链理论为基础，采用规范研究的方法展开讨论。运用分析比较，查阅文献并进行归纳分析，调查研究的方法，通过对哈尔滨xxxxxx饲料企业的调查了解和分析，将价值链视角下的财务预算理论与xxxxxx企业的具体状况相结合，全面说明公司在价值链理论的指导下所呈现出的财务预算管理体系的具体内容。构建并实施价值链视角下的财务预算管理体系。

Abstract
Fancial budget management in the enterprise has a very important role. Today, many enterprises at home and abroad are used in varying degrees of financial budget management system, and achieved great results.
