效益是企业的生存之本，成本是衡量企业竞争能力的一个关键指标，降低成本是当今企业普遍关注的问题。随着建筑部门企业改革方案的实施，以及建筑市场的竞争日趋激烈，行业平均利润率呈逐年下降的趋势，使建筑施工企业面临极大的生存竞争压力。完善成本控制才能求得自己的生存发展。在这个过程中编制工程项目成本计划、完善工程项目成本控制的组织和分工以及工程项目成本控制应采取一系列措施都非常重要。只有做好每一环节的工作，才能保证项目成本目标的实现，工程项目成本是指工程项目从设计到完成期间所需用全部费用之和。准确估算项目投资额、科学制定资金筹措方案是降低项目成本、提高投资效益的重要途径。
针对当前建筑业体制改革的形势，从xx建工集团有限公司市政工程公司的实际出发，运用当今工程项目管理理论和成本控制理论和方法，研究了xx建工集团有限公司市政工程公司施工项目成本控制的方案。首先对当今国内外工程项目管理和成本控制理论研究现状和应用现状进行了分析，为研究打好了理论基础；其次客观全面地分析了xx建工集团有限公司市政工程公司成本控制的现状和存在问题及其产生原因，其中包括公司层面的管理制度不完善、机制不健全等方面的问题，然后针对公司在成本控制方面存在的主要问题，应用当今工程项目管理主要理论和施工项目成本控制主要方法，从成本控制的管理机制、组织制度、成本控制程序以及成本控制内容等方面提出相关环节的成本控制方案；最后，为保证成本控制方案的有效实施，提出了成本控制的进度、质量等方面的相关管理，以及在成本控制中应注意管理与技术创新、人才培养以及加强项目财务监督等几方面问题的建议。
