黑龙江省xx农业发展银行是一家农业政策性银行，主要职责是按照国家的法律、法规和方针、政策，以国家信用为基础，筹集资金，承担国家规定的农业政策性金融业务，代理财政支农资金的拨付，为农业和农村经济发展服务。xx农业发展银行目前的主要业务是：办理粮食收购、储备、调销贷款。粮食加工产业化龙头企业贷款，国家储备贷款，粮食仓储设施及项目贷款，贷款项目的风险现状及其分析。办理开户企事业单位结算，同业存款，国际结算业务。会计核算的设计以及会计科目的设计。xx农业发展银行在粮食收购、储存、销售方面系统比较完善，但是在其他的项目开发中没有较多的发展。随着国家经济方面的调控，农业发展银行本着促进三农发展的职能作用。又以改善民生为发展方向，则应该向其他项目发放贷款，利于经济建设。xx农业发展银行要想更好的发展，必须开发新的项目，只有业务发展了农发行才能壮大稳定。
