摘要：改革开放以来，随着经济的飞速发展，国家越来越重视对教育的投入，所谓百年大计，教育为重，然而，公共教育权力腐败事件却屡禁不止，现象层出不穷，严重阻碍了我国社会的发展。其中教育政策的制定与实施在这一问题中起着关键的作用，政策的制定者与权力掌握者利用手中的职权以公谋私，严重损害社会公众的利益，所以，要构建一个公正的教育政策体系，当前首要任务是完善腐巴罚机制，这样才能给社会一个真正公平的教育环境。

Abstract:
Since the reform and opening up With the rapid economic development more and more emphasis on national investment in education the so-called long-term goal education is important however the power of public education but repeated incidents of corruption endless phenomenon has become a serious impediment to the development of a major social ills. Development and implementation of education policies which plays a key role in this issue the policy makers and the power rests in the hands of those who use public powers to seek personal gains serious damage to the public interest therefore to build a just system of education policy corruption punishment mechanism to improve the current primary task is to further the community a fair and educational environment.
