摘  要

盐城湿地珍禽国家级自然保护区1983年建立，当时由于缺少规范性的法律法规，保护区范围和功能区划存在一定缺陷，2006年盐城自然保护区根据实际情况进行调整。近年来，盐城自然保护区与其周边社会经济发展的矛盾突出，2011年本着“保护优先，兼顾发展，人与自然和谐相处”的原则，对盐城保护区范围进行第二次调整。 盐城保护区面积从45.30×104 hm2减至24.73×104 hm2，核心区由调整前的1.74×104 hm2增至2.26×104 hm2，占保护区总面积的9.14％。

本文从对盐城湿地珍禽国家级自然保护区的现状出发，结合保护区两次调整的结果进行对比分析，显示盐城保护区两次调整的范围都与沿海湿地的变化情况保持一致，其范围有向东延伸的趋势。根据保护区范围的变化情况对盐城保护区调整的原因进行分析，从自然条件的改变、保护区周边社会经济的发展以及区域种群的动态变化3个方面深入研究得出结论。盐城海岸线东移以及沿海滩涂植被的改变是盐城保护区调整的客观驱动力，保护区周边社会经济的快速发展是盐城保护区调整的主观驱动力，另外，由于生境改变而导致的主要保护对象丹顶鹤种群的动态演变也是盐城保护区调整的驱动力之一。保护区在三方面驱动力下进行调整，既符合自然条件的改变，又满足社会经济发展，是合理有效的。调整后保护区人类活动减弱，国家重点保护物种的种数及种群数量均未因范围调整而发生变化。

ABSTRACT

Yancheng Wetland Rare Birds National Reserve established in 1983, when there were some deficiencies about area and function disision because of the lack of normative laws and regulations. A adjust scheme was put forth depended on actual situation in 2006. Recently, the social and economic contradictions between local development and national reserve have become increasingly acute. The national reserve released the second adjustment scheme in 2011 according to the spirit of harmonious development between human and nature. The scheme reduced the total area of  national rserve from 4530 to 2473km2, but expand the acreage of the core area from 174 to 226 km2 which accounts for 9.14% of the total area of the national resrve.

Based on the current situation of Yancheng Wetland Rare Birds National Reserve, comparison and analysis of  the results of two adjustments of the reserve shows that the two adjusted area of the reserve are consistent with the changes in coastal wetland which has the trend to extend towards east. Analyse the reason of adjusting the reserve according to the change of the reserse area, take a deeper study in 3 aspects and draw a conclusion:changes in natural conditions, social and econimic development of the area around the reserve, dynamic changes of regional population. The objective driving force of the adjustment of the reserve are changes in coastline and beach vegetation, the subjective driving force is the fast development in social economy. Another driving force is the changes, which were caused by habitat modification, of the main protected object in the reserve, red crowned crane. The reserve was adjusted under the driving force in three aspects, which adapts to the natural condition changes and meets the social economic development. After adjustment, human activities become weaker, the species and populations of national key protected species do not change beccause of the adjustment.
