党的十六大以来，我国文化体制改革步伐加快，新闻出版事业发展势头正劲。在国务院办公厅2003年下发的关于支持文化体制改革和支持文化产业发展的105号文件中，国家对报业的财政税收、投资和融资、资产处置、工商管理和报纸价格等的限制进一步放松，代写管理论文新闻出版业的各项改革措施不仅受到业界普遍关注，也在业界得到了富有成效的实践。目前，报业正处在传统报业朝着面向未来的新型报业变革的过渡阶段，未来3～5年，是中国报业发展、体制变革和机制创新的战略机遇期。同时，从财务管理角度还应清醒地看到，在报业蓄势待发的战略转型过程中，还存在着一定的风险。风险管理作为一门新兴的管理学科，近年来受到我国经济学界的广泛重视,风险管理职能、风险管理循环体系、风险控制和风险决策手段等,正在逐步运用于管理的整个过程。
