摘要
金融是现代经济的核心,而银行又是金融业的主体、金融体系的安全、
高效、稳键运行对经济全局的稳定和发展至关重要;又由于金融业渗透到
社会生活的各个领域,是一个特殊的高风险行业,一旦银行机构出现危机
就很容易在整个金融体系中引起连锁反应,引发全局性、系统性的金融风
波,从而导致经济秩序的混乱,甚至引发严重的政治,经济危机。所以,
如何化解和防范金融风险己成为银行管理活动中一个十分迫切而又重要的
内容‘本文结合自己的工作实际,对中行宣城市分行的员工素质风险防范
与控制进行研究,就有十分重要的理论及现实意义。
本文首先在考察人在自然界的演进和人类社会不断进化发展的历史
进程中所具有的重要性,尤其是在金融业的安全、稳健运行中的作用的基
础上,对银行员工素质进行了关注并予以解析.由此提出了“银行员工素
质风险”这一概念,并加以定义。对银行员工素质风险的特征及含义进行
了理论综述。其次,在调查研究的基础上,从人员的历史形成和现实状况
在文化知识水平、知识结构、业务素质、职称等层面详细介绍了中国银行
宣城分行员工素质的状况及由此可能存在的风险,并从我国历史制度和传
统管理体制方面对其成因进行了较为详细的分析。随后,提出了对这一风
险进行管理,指出了具体的风险管理方法:识别、评估和处置。最后,根
据在市场经济条件下现代竞争的特点,针对国有商业银行所面临的最大问
题即人力资源管理问题,并以此为关键,用定性和定量分析相结合的方法,
建立了银行员工素质风险防范控制体系.试图构造出有竞争力的人力资源
管理制度,从而达到防范控制员工素质风险的目标。
