行政文化是行政管理系统的软组织和软结构,是行政管理的灵魂,是当前中
国行政体制和行政管理体制改革所面临的最深刻、最触及人们灵魂的问题,它能
够引导行政组织成员的行为,调动其积极性、主动性和创造性,使行政组织产生
向心力和凝聚力;规范行政人员的思想和行为,促进或阻碍社会进步的作用。
不同社会形态的国家有不同的行政文化,每一个国家在不同的历史时期都会
有其不同的行政文化,行政文化建设要符合社会发展的要求。中国行政文化建设
途径探寻是从行政文化的基本理论开始阐述,分析了行政文化的特征,确立了行
政文化建设的涵义,阐述了当前中国行政文化建设的必要性,剖析了中国行政文
化建设的具体方法,深入分析了中国行政文化建设存在的问题。在此基础上,探
讨了中国行政文化建设的原则;最后提出了对于如何进行中国行政文化建设的方
法、途径提出了几点意见。
