摘要

经过几年迅速发展，河北外贸在规模上已经有了相当的积累。在国际市场变迁以及国家调控政策实施等相关因素影响下，从2005年下半年开始，我省外贸增速开始理性回归，对外贸易总体保持了平稳增长的态势。2006年我省在外贸方面取得了显著的成绩，在煤炭、皮革服装等传统商品出口优势渐失、医药品出口低迷的同时，外贸出口在机电及高技术产品出口的强力带动下，继续保持了较快增长，初级产品所占比重继续下降，工业制成品所占比重提高，出口商品结构有所优化。但是，欣喜之中有隐忧。长期以来出口过于依赖加工贸易的模式并未从根本上得到改变，出口企业获得的仅仅是出口产品的加工费用。即使是一般贸易，出口商品也普遍存在着产品技术含量低、附加值低的问题。这种“以量取胜”的贸易模式，一方面受到国外反倾销的围堵，另一方面又使中间商和商标拥有者大获其利，而我省出口企业及劳动者只获取了其中很小的一部分利润。此外由于受宏观调控、增长方式转变、贸易结构调整以及国内外市场变化等诸多因素影响，全省外贸发展速度正在放慢，调整出口商品结构的任务依然艰巨

Abstract

After several years rapid developments, the Hebei foreign trade already had the suitable accumulation in the scale. Under international market serious change as well as national regulation policy implementation, sour province foreign trade speed-up starts the rational return since the second half year of 2005, the foreign trade overall maintained the steady growth situation. In 2006 ,our province has obtained the remarkable result in the foreign trade aspect, while traditional commodity exportation superiority and so on the coal, leather clothing gradually loses, medicine export murky, the foreign trade exportation in mechanical and electrical and the high-tech product exportation, continued to maintain a quicker growth. The primary product’s proportion continues to drop, the industry finished product accounted for the proportion start to enhance, and the export commodity structure have some optimization. But we also have the concealed worry. Our export dependents too much on the processing trade. The exportation enterprise obtains merely is by no means exports the product the processing charge. Because of the macroeconomic regulation and control, the trade structure adjustment as well as the domestic and foreign market shift and so on, the entire province foreign trade development speed is slowing down, we have too much to do in order to adjust the export commodity structure.
