摘要
人力资源规划是企业人力资源管理的一项重要的基础性工作,是人力资源管理的起
点和预期达到的目标。科学的人力资源规划不仅是企业战略有效实施和落实的保证,也
为人力资源管理活动提供了导引和依据。我国许多企业的人力资源规划还处在起步和经
验型阶段,如何运用科学的方法制定规划,预测企业未来的人力资源需求和供给,保证
企业经营活动顺利进行和战略目标的实现,是一项重要和有意义的工作。
本文首先从理论上对企业战略、人力资源战略和人力资源规划等有关概念及所涉及
的内容进行了阐述,进而对影响AC公司人力资源规划的内外环境进行了分析,并结合
公司未来5年的战略目标和人力资源现状,采用管理者判断法和人员比率分析法对AC
公司各部门的人力资源需求进行了分析,并综合得出了AC公司未来5年的人力资源总
需求;随后,应用人员接替模型对AC公司各部门人力资源的内外部供给作出了预测,
得出公司人力资源的总供给情况。在此基础上制定了AC公司未来5年的人力资源规划
方案,并进一步制定了一系列人力资源规划实施措施,以保证规划方案能得到切实的施
行。规划方案的施行将能够保证公司人力资源管理工作的有序进行,解决公司发展过程
中可能存在的人力资源瓶颈约束,使企业能够在适当的时候拥有合适的人力资源,这样
企业才能创造并保持核心竞争力,赢得竞争优势,最终实现企业的战略目标。
快速发展的AC公司规模并不大,但在水电站乃至整个电力系统自动化行业具有一
定的代表性,本文对它进行的人力资源规划研究对类似的其它企业有一定的参考和借鉴
意义。
