摘要
本文分析了国内外汽车研发项目现状和采购过程中招投标管理等各方面的情况，阐述了制作此的理由，并提出了若干解决措施以应用于系统当中。详细分析了在ASP.NET平台下以SQL server 2005为数据库如何对数据库进行制作，并对系统功能进行了详细分析。
供应商是项目采购管理中的一个重要组成部分，项目采购时应该本着“公平竞争”的原则，给所有符合条件的承包商提供均等的机会，一方面体现市场经济运行的规则，另一方面也能对采购成本有所控制，提高项目实施的质量。本文对供应商选择问题作了详细分析，证明了系统具有的广阔前景。

ABSTRACT
Supplier is an important component in the procurement management project. Procurement project should be based on the principle of "fair competition", give all of the suppliers who meets the requirements an equal opportunity, on the one hand, reflects the rules of market economy, on the other hand can also have control of procurement costs, improve the quality of project implementation. In this paper, gave a detailed analysis of the supplier choice, to prove that the system has broad prospects.
