摘 要
造船企业是造船供应链的核心,如何提高供应链管理水平已成为各造船企业的工作重心,为了在竞争激烈的国际船舶市场中赢得更多的市场份额,船企越发重视造船供应链在船舶建造过程中的作用。造船供应链是以船舶总装企业为核心,由原材料企业、船舶配套设备企业以及船研所、船级社构成的一条特殊供应链,与普通制造业供应链相比有显著的特征。为了保证造船业的稳定持续发展,有必要对造船供应链风险进行有效的识别、分析、评价及预防与控制。
本文首先对造船供应链风险及供应链运作模型相关理论进行梳理和总结,同时结合造船供应链自身的特点以及SCOR模型的基本流程,从计划流程、采购流程、建造流程以及交船流程四个阶段对造船供应链相关风险因素进行讨论,依据定性分析并结合问卷调查和资料整理的方式,对造船供应链风险因素进行了识别,由分析结果建立了造船供应链风险指标体系,从外部环境、生产计划、采购供应、生产建造、船舶交付、合作关系六个方面研究造船供应链风险。最后采用层次分析法对造船供应链风险因素的6个一级指标和28个二级指标的权重进行了确认,并通过模糊综合理论建立了造船供应链风险评价模型。
在实证研究部分,以D造船与R造船供应链为研究对象,识别评价了造船供应链的风险状况,并对评价结果进行了分析;最后构建了造船供应链风险的预防与控制框架体系,并提出了应对造船供应链风险的相关预防控制措施。
通过本文研究,我们不仅对造船供应链所涉及的相关风险因素有了深刻的认识,还可以利用研究结果来指导造船供应链风险管理,使造船供应链发挥更大的作用。

Abstract
Shipbuilding enterprises are the core of shipbuilding supply chain, how to improve supply chain management is critical in the 21st century enterprise and business competition, but also the performance of the supply chain and supply chain competition, it is core enterprise supply chain management level of competition, shipbuilding supply chain to promote the development of the shipbuilding industry. In order to better compete in the market, more and more positive manufacturing core shipbuilding supply chain supply chain transformation. This supply chain is the core of shipbuilding enterprises to build from, by the enterprise into full play its advantages with the product, technology and management advantages to manage the organization of the chain. With members involved in the chain, more and more enterprises, the increasing complexity of the chain structure, coupled with inter-enterprise cross-regional collaboration and enterprise management, the chain risk has become very prominent. To ensure safe and efficient operation of the chain, it is necessary to effectively manage their risk.
This article first shipbuilding supply chain risk and supply chain model to sort out and summarize the relevant theory, combined with the characteristics of the shipbuilding supply chain and the SCOR model itself the basic processes, from planning processes, procurement processes, construction processes, and ship delivery process in four stages shipbuilding supply chain related to the risk factors discussed in conjunction with qualitative analysis based on survey and data compilation methods, the shipbuilding supply chain risk factors were identified by the results of the analysis to establish a shipbuilding supply chain risk index system, from the external environment, production planning, procurement and supply, production build, ship delivery, six of shipbuilding cooperation between supply chain risk. Finally, using the analytic hierarchy shipbuilding supply chain risk factors for the six-level indicators and 28 secondary indicators of the weight was confirmed by fuzzy comprehensive theory of the shipbuilding supply chain risk assessment model.
In the empirical research part of the D and R shipbuilding shipbuilding supply chain for the study, eva luation of the shipbuilding supply chain, identify the risk profile, and eva luate the results of the analysis; finally build a shipbuilding supply chain risk prevention and control framework, and made a deal with supply chain risks related to shipbuilding prevention and control measures.
Through this study, we not only on shipbuilding supply chain risk management has a deep understanding of the results of empirical analysis can also be used to guide the shipbuilding supply chain operations.
