摘 要

在土木工程项目管理中，施工组织设计是一个重要的、必不可缺的项目管理手段。在工程设计和施工各个阶段，必须编制相应的施工组织设计文件，即深度、内容又粗到细的“施工方案”、“修正施工方案”、“施工组织计划”、“施工组织设计”。在施工阶段，由施工单位来编制实施性施工组织设计，此时施工图设计已获批准，所有施工原则和总方案已定，施工条件明确，这一阶段的施工组织设计十分具体，对各分项工程、各工序和各施工队都要进行施工进度的日程安排和具体操作的设计。本文将用一个石拂沟大桥施工实例，从施工单位的角度编制施工阶段的工程总体施工组织设计文件，来阐明编制土木工程施工组织设计的任务、内容、方法和要求。编制施工组织设计是一名从事土木工程专业技术工作人员必须掌握的基础技能，能将大学所学的较多专业知识进行系统科学的回顾和整理。
大桥施工组织设计是研究公路基本建设过程中众多要素的合理组织与安排的科学。具体一些来说，公路施工组织设计就是统筹考虑整个施工过程。即对人力、材料、机械、资金、施工方法、施工现场（空间）等主要要素，根据其所处的环境、自然条件、施工工期等进行合理的组织、安排，使之有条不紊，以实现有计划、有组织、均衡地施工，使其达到工期上尽可能短，质量上尽量精度高、资金上尽量省，成本上尽量低。
经过认真阅读现有图纸，仔细查看现场，结合本公司实力和修建同类工程独特的管理经验，施工优势，本着“简洁扼要，说明问题”的原则，对本合同段涉及的施工内容，结合招标文件的相关要求，进行合理计划，组织安排。
