摘要：通过对安心、文坪、龙溪、司马冲四所卫生院的规模，科室设置，人员结构，技术设备，功能任务，医院内部管理等情况作了一系列调查、分析，提出了贯彻“三个代表”思想，明确指导思想；提出以“人为中心”、开展人本管理，狠抓“人才工程”建设；创办特色专科，提高医疗服务质量，加大社会宣传力度，引入新的竞争机制，改革卫生院现行管理体制，加强内部管理；进行技术与制度创新等建议。旨在引起政府、有关部门与社会对农村医疗卫生事业的重视与支持，促进农村医疗卫生事业的发展，保障老百姓的身心健康。

Summary: By carrying out a series off survey and analysis on the scope,administrtive establishment ，staff structure,technical equipment, function and task,internal

forward a series of suggestions :carrying out"Three Represents” theory and clarifying this leading theory,making the human the center,carring out the human resource management, and taking charge of "Human Resource Project” construction , setting up featured speciality, improving the quality of service, enlarging the propagation, bringing in new competition mechanism, reforming the present running systerm, strengthening the internal management, conducting the innovation of technique and system .What we have done is to make the society, the government and the related department to pay attention to the country medical and hygienic career in order to promote its development and guarantee
