摘要:目前河南省农村人力资源存在着素质低、观念落后和剩余劳动力过多等问题,不能够满足河南省加快城市化进程的要求,而造成这些问题的主要原因是农村人力资源的开发力度不够,包括教育投资太少、培训力度太小、转移流动投资不够就和健康投资水平低。要加快城市化的进程,就要加大河南省农村人力资源的开发力度:一要增加教育投入,尤其是基础素质教育;二要加大外出务工人员的职业培训力度;三要加大劳动力转移的政策投入,规范健全劳动力市场;四要完善农村公共卫生服务体系和建立农村医疗保障制度。

Abstract: Nowdays there exists many problems about human resources of rural areas in Henan such as low qualification , outdated ideas ,the excessive labor force and so on .What mainly results in these problems is that the degree of development of human resources of rural areas is not enough , which refers to that investment in education is too little ,training is not enough ,investment in transfer of labor force is little and the degree of investment in health is very low .To quicken the progress of urbanization ,we should emphasize the development of the human resources of rural areas in Henan .Firstly to increase investment in education especially basic education ;secondly to pay more attention to training for workers in city from rural areas;thirdly to increase investment in transfer of the labor force of rural areas and legalize the labor markets ; lastly to perfect system of public health service and establish a new system of the rural medical security.
