摘要
混业经营银行是未来银行发展的趋势。随着我国入世后对外开放的程度越来越大,混业经营银行的监管问题也日益成为银行业和政府关注的问题。金融全球化是一个自然的、历史的过程，尽管它在给全球各国带来巨大经济利益的同时也会带来极大的不安定因素，规范地发展我国的混业经营银行，走法制道路，对我国混业经营银行实行正确的引导，既能约束、规范银行，又能帮助银行增强自身实力。
论文从构建混业经营银行监管体系的角度分析如何完善混业经营银行的内部控制、外部监管。首先分析了银行经营的风险以及国外混业经营银行对这些风险采取的内部控制方法。然后是对国外混业经营银行特别是美国和德国混业经营银行的外部监管归纳总结，最后提出对我国混业经营银行的内部控制、外部监管和国际监管的建议。我国对混业经营银行的监管不仅要借鉴国外先进的管理经营，更要根据自己的实际情况走出自己的特色,才能使我国的银行在激烈的竞争中获胜。

Abstract
Banks in the future will see a development trend in multiple businesses, which is called “The Multi-biz Bank”. As the deepening and broadening of China’s opening to the world after entry into the WTO, the supervision of the multi-biz banks is surfacing to be the focus of our banking and government system. Financial globalization is a natural and historic process. Although it has brought with it huge economic advantages internationally, it has caused big uncertainties, therefore, developing our multi-biz banks in a legal way and conducting them rightly will not only be beneficial to confine and regularize our banking system, but also to improve its capabilities.
This paper analyzes how to perfect multi-biz bank’s interior control, exterior supervision and global supervision from an angle of constructing the multi-biz bank supervision system. First, it analyzes the risks of running a multi-biz bank and some foreign interior control methods. Secondly, it summarize the international multi-biz bank’s exterior supervision methods, especially the methods used in American and German multi-biz banks, and then international supervision organizations’ ways of supervising the multi-biz banks. Last, it comes up with suggestions for the interior control, exterior supervision and international supervision of China’s multi-biz banks. It is through learning from foreign administration experiences and melting into it our own situations that can the supervision of China’s multi-biz banks help make China’s banks win in the pierce global competition.

Abstract
Banks in the future will see a development trend in multiple businesses, which is called “The Multi-biz Bank”. As the deepening and broadening of China’s opening to the world after entry into the WTO, the supervision of the multi-biz banks is surfacing to be the focus of our banking and government system. Financial globalization is a natural and historic process. Although it has brought with it huge economic advantages internationally, it has caused big uncertainties, therefore, developing our multi-biz banks in a legal way and conducting them rightly will not only be beneficial to confine and regularize our banking system, but also to improve its capabilities.
