摘 要
随着信息化进程的推进，我国的电子政务建设已经取得可喜突破和巨大成就。但由于区域、部门建设的独立性，目前，我国的决大多数电子政务系统大都是以某以地区、行业或某一厂家的操作系统与系统集成技术为基础，各系统自成体系，从而带来例如资源分散、信息共享困难、应用水平低下等，而且形成彼此隔离的信息孤岛式的信息系统，严重影响电子政务的正常发展。因此，如何整合系统内各应用系统和数据资源，架构一个统一电子政务综合处理平台，实现资源全面整合和共享，成为提高电子政务整体应用水平的关键环节。
本文将讲解电子政务在教育行业的应用，并以市教育局电子政务的应用为参考案例，分析电子政务对传统工作模式状况的改变。本文电子政务的灵活性和易用性作了有益的尝试，文中所使用的电子政务解决方法，在市教育局电子政务系统中得到实际应用，收到了良好的应用效果；也对与设计开发高可靠性、柔性和适应性的工作流管理系统具有相应的参考价值。

Abstract
With the carrying forward of message progress , our country electron government have made a gratifyingly breakthrough and the tremendous accomplishment. Yet because the independence of area and department constructs , now in our country, most of electron government system are based on operating system and system integration technique of one area , profession or one company. Respectively the systems are independent each other , thereby it brings the resources dispersal , the hardship of enjoying message and low level of the application ,and so on . It also takes shape isolated information system as independent island , and the electron government can not develop normality . Hence it is the key segment that how to conform the application system and the data resources then build one unitary integrate processing terrace of electron government in order to achieve comprehensive conformity and enjoy in all of resources and develop entire application level of the electron government.
