翻译标准问题是翻译理论的核心问题，也是翻译界长期争论的问题。纵观中
外翻译史，上下几千年，各家各派，纷纷提出了各类标准。如严复的“信、达、
雅”，鲁迅的“保存原作丰姿，力求其易解”，瞿秋白的“直译、意译”，傅雷的
“形似、神似”，奈达的“动态对等”及辜正坤近年来颇具影响力的“最佳近似
度”等等,可以说，翻译标准常常是见仁见智。
有机器翻译就有对机器翻译的评价，必然也存在机器翻译的评价问题，其评
价标准对机器翻译的开发与研究都会产生重要影响。机器翻译自上个世纪五十年
代问世以来，取得了长足的进展，但如何对译文进行评价并没有一个统一的客观
的普遍适用的标准。
本文介绍了“臭名昭著”的 ALPAC 报告(美国自动语言处理顾问委员会的黑
皮书)中的质量评估标准和分级体系，ALPAC报告对译文质量的评价分为可懂度
（九个等级）和忠实度（十个等级），第一次对机器翻译进行整体评价。作者对
此报告中质量评估进行了详细分析, 重点论述了报告中对译文质量评估的分级
标准的依据、优点及不足，论述了MT质量、速度和费用对机器翻译发展的巨大
影响。此外，本文还介绍了日本科学技术研究院参照ALPAC报告提出的一种分
级标准以供参考。最后，作者指出这一评估标准虽然对于机器翻译译文质量的评
估来说是相对合理、适用的，但标准技术和方法的具体实施、应用和改进仍是一
个难题，并需要相关人员的不懈努力。
