随着改革的深化，投资主体向多元化发展。工程造价管理关系到投资主体和承包商的经济利益，关系到整个市场的竞争规范化，建筑业劳动生产率的逐步提高以及全社会的科技水平的进步等一系列问题。目前我国的建筑工程造价管理远远落后于建筑业的快速发展形势，工程造价管理体系中存在的许多深层次的问题严重制约着建筑业的发展。因此其改革理所当然成为建筑业改革的核心问题。
