摘要 改革开放以来,南通市作为长江三角洲及沿江、沿海开放开发的主要城市,经济实力取得了飞速发展。在南通市发展过程中，农民工的艰辛与贡献是有目共睹的,但是他们的医疗保障情况却不是很好，农民工医疗保险制度需要进一步完善和落实。
本论文基于南通市目前农民工医疗保险的基本情况，通过对南通市农民工社会医疗保险基本情况的调查与分析，了解了南通市农民工社会医疗保险的现状，并分析了南通市农民工社会医疗保险存在的问题以及原因，最后提出了改善农民工社会医疗保险政策的原则与建议、措施，包括政府补贴缴费、增加医疗保险服务内容、拓宽筹资渠道、分层分类解决农民工社会医疗保险问题等。
要建立健全农民工社会医疗保险制度,不但需要各方努力,也需要通过实践经验的积累，才能建立真正完善的农民工社会医疗保险制度，并最终解决农民工的医疗保险问题。

Research on Migrant workers’ social health insurance system in Nantong City
Abstract Since the reform and opening up, Nantong City has made rapid development in economic strength. In the process of development in Nantong City, migrant workers did a lot of contribution, but their situation is not good for Medicare, Migrant workers’ health insurance system needs to be improved and implemented.
This paper is based on the current situation of migrant workers’ basic health insurance in Nantong City. We investigated the basic situation of migrant workers in Nantong City, and we learned the Nantong social health insurance for migrant workers. We also analyzed the problems of migrant workers’ social health insurance in Nantong City and we figure out the reasons. Finally, we made some suggestions to improve migrant workers’ social health insurance policies, Including the payment of government subsidies, increased health insurance services, expand financing channels, hierarchical classification of migrant workers to solve social problems such as health insurance.
We have to complete a lot of works to establish and improve migrant workers’ social health insurance system, not only requires the efforts of all parties, also need to gain practical experience, so we can establish the migrant workers’ social health insurance system, and finally solve the problem of migrant workers health insurance.
