摘要 二十一世纪,可谓是一个“时代呼唤绿色环保”的时代,面对全球气候变暖的现实,各国纷纷提倡低碳经济,以实现社会的可持续发展。人们不但要求节约能源,更注重居住和生态环保,发展新能源产业,鼓励电动车发展,也已经成为全球政府对未来交通工具的共同取向。
我国重视节约能源的政策,大力支持电动自行车的发展。随着关键技术方面的突破和电动自行车性能的不断提升,也让电动自行车成为了摩托车、自行车、甚至轿车的替代品,而它的快捷、环保、方便和廉价,同时也激发了市场对它的消费需求。据统计,截至 2013 年,我国电动自行车的社会保有量已超 1.6 亿辆,目前仍以较快速度继续增长,我国已成为真正意义上的电动车“王国” 。但是随着电动自行车的数量增加,各种隐含的问题就逐渐出来了。
本文通过分析电动自行车存在的现状问题,如电瓶偷盗、违规驾驶、电瓶污染、电动自行车质量等问题。并一一对其进行解决,以期得到一个经济合理的控制和管理方案,从而为政府部门的管理提出一种合理的意见。更好的使用电瓶车,让清洁能源更有效的为人民服务。

The control and management of China's electric bicycle
Abstract In twenty-first Century, it is a "the times call for green" era. Facing the realityof global warming, many countries advocate low carbon economy to realize the sustainable development of society.People not only to save energy, focusing more on the living and ecological environment protection.The development of new energy industry, encourage electric vehicle development, has become a global common government orientation for the future transportation.
China attaches great importance to the policy of energy saving, and vigorously support the development of electric bicycle. As the key technology breakthroughs and electric bicycle performance, also let electric bicycle, motorcycle, bicycle became even car alternatives, and its fast, environmental protection, convenient and cheap, but also stimulate the market for its consumer demand. According to statistics, as of 2013, China's electric bicycle society retains the quantity already exceeded 160000000, the rapid pace of growth continues, China has become the true sense of the "Kingdom of electric vehicle".
But as the number of electric bicycle increased, various potential problems will gradually come out.
