摘 要
20世纪以来,随着工业化进程的迅猛发展,生产规模不断扩大,新工艺、新材料、新技术、新设备也得到广泛使用,但随之而来的事故也不断产生,特别是危及社会安全造成多人死亡的重特大事故时有发生,这些事故对人民的生命、财产安全及周围环境构成了重大威胁,恶性事故不仅造成经济上的巨大损失,而且给人们的心理造成创伤,形成难以抹去的阴影。其中突发性环境污染事故具有灾难性,它严重污染自然环境、威胁人类健康、破坏生态平衡并严重制约着经济社会的发展与进步。
近年来我国的《中华人民共和国安全生产法》和《危险化学品安全管理条例》等法律、法规纷纷出台,这些法律、法规对事故应急救援做出了各项强制性要求。尽管我国的事故应急救援已在法律法规方面做了明确的规定,现实安全生产状况也有着迫切的需求,但目前国内对事故应急救援的理论研究仍然很少,仅仅处于起始阶段,对于应急救援系统的功能、组成、运作方式的研究更是如此。
在此背景下,本文对化工园区突发污染事故应急救援快速监测技术进行研究与探讨,为迅速查明突发环境事件污染物的种类、污染程度和范围以及污染发展趋势,在已有调查资料的基础上,充分利用现场快速监测方法进行鉴别、确认。采用快速监测方法可迅速判断污染物的类型,给出定性的、半定量的和定量的监测分析结果,确认环境突发事件的危害程度和污染范围,分析污染趋势。另外,本文还简单介绍便携式气相色谱仪的种类、性能及其在环境应急监测中的重要性,讲述便携式气相色谱的基本原理、仪器的操作方法,并剖析便携式气相色谱仪在环境应急监测中的应用。本文对监测过程中的基本知识、监测技术提出了一些新的基本概念和理论,并进一步完善了针对化工园区突发污染事故应急监测技术。希望这能为我国化工园区突发污染事故应急监测的工作和管理提供一定的思路。

ABSTRACT
Since the 20th century, with the rapid development of industrialization process, the production scale expands unceasingly, the new craft, new material, new technology, new equipment have been widely used, but the resulting serious accident also constantly produce, especially threaten social security killed many people in the major workplace accidents have occurred, the incidents of people's life, property, constitutes a major threat to the security and the surrounding environment, malignant accidents not only cause huge economic losses, and have caused people's psychological trauma, difficult to erase the shadow. Catastrophic sudden environmental pollution accident, it serious environment pollution, serious threat to human health, damage the ecological balance and restrict the economic and social development and progress.
In recent years, our country's "production safety law of the People's Republic of China" and "hazardous chemical materials safety management regulations" and other laws and regulations are issued, the laws and regulations for accident emergency rescue made all mandatory requirements. The request of production safety law of the People's Republic of China " the local people's governments at or above the county level shall organize relevant departments to formulate administrative areas especially big production safety accident emergency rescue plan, establishing emergency rescue system". The hazardous chemical materials safety management regulations stipulated in the "dangerous chemicals units shall formulate the unit accident emergency rescue preplan, equipped with the necessary emergency rescue personnel and emergency rescue equipment, equipment, and organize regular exercise. Although the accident emergency rescue in our country has made clear provisions in laws and regulations, production safety situation is also there is a pressing need for reality, but at present domestic for the study of the theory of the accident emergency rescue is small, still only at the initial stage, the emergency rescue system functions, composition, operation research.
In this context, this paper and chemical industrial park of sudden pollution accident emergency rescue monitoring technology is studied and discussed, the basic knowledge in the process of monitoring, monitoring technology and puts forward some new basic concepts and theories, and further perfect the technology for chemical industry park of sudden pollution accident emergency monitoring. Hope this for our chemical industry park of sudden pollution accident emergency monitoring work and management provides a train of thought.
