摘 要
近年来，中国各个生产行业迅猛发展，尤其是高危行业，其生产条件苛刻、环境复杂、工艺流程复杂、介质有毒有害、易燃易爆，危险性很大。而根据事故致因理论和以往事故统计分析结果，人员失误是事故的一个重要原因，虽然国家对企业人员安全培训越来越重视，但由于生产行业众多，企业生产过程复杂、多样、规模迥异，使得安全培训的内容和对象都比较复杂，存在不少漏洞。本文旨在调查研究企业安全培训存在的问题和不足，对目前企业安全培训方式方法进行探讨，以便提高企业安全管理、塑造良好的企业安全文化。
本文通过对国内外安全培训现状的调查，全面分析我国安全培训的基本要素（法律保障、培训内容及资料、培训机构、场所及设施、培训教师、培训对象和培训方法），调查研究企业安全培训存在的问题和不足，得出安全培训的效果影响因素，并制定对策分析，对企业安全培训进行完善；根据国外主要发达国家的安全培训保障体系，提出我国企业安全培训体系的构想，以便提高企业安全管理、塑造良好的企业安全文化。

ABSTRACT
In recent years, the rapid development of the various production sectors in China , especially in high-risk industries , which produce harsh conditions, the environment is complex , complicated process , toxic and hazardous media , explosive , very dangerous . According to the theory of accidents and incidents caused by statistical analysis of the results of previous personnel mistakes is an important cause of the accident , although the national security enterprise training more and more attention , but because many manufacturing industries, the production process is complex , diverse, different scale , makes safety training content and objects are more complex, there are many loopholes. This paper aims to investigate the problem and the lack of research training enterprise security presence on the current enterprise security training to explore ways to improve enterprise security management, create a good corporate safety culture.
Based on the training status of domestic security investigations, a comprehensive analysis of the content of the basic safety training ( legal protection , training and information , training institutions, venues and facilities , training of teachers , trainees and training methods ) , research chemical enterprise security the existence of problems and inadequate training , safety training effects derived factors , and to develop countermeasures for chemical companies to perfect safety training ; security system based on safety training abroad in major developed countries , proposed the idea of China's chemical industry safety training system, in order to improve enterprise security management , create a good safety culture .
