摘要 高速公路是一个国家走向现代化的桥梁，是发展现代交通业、经济发展的必经之路。然而随着高速公路的不断完善和投入运营，如何管理、充分利用高速公路的特点，发挥其现代化交通设施的作用，成为最迫切的问题。对过往的车辆征收道路通行费是高速公路运营管理的重要任务之一，收费系统的建设和营运直接影响到道路的运行质量和管理的经济效益。
本文从高速公路收费系统的功能认知入手，对不同类型的收费系统进行介绍并指出弊端。着重介绍电子不停车收费系统（ETC）。并在此基础上，就收费标准、收费体制、收费模式等方面，提出目前我国大部分省市正在使用的ETC/MTC组合式收费系统类型中的部分问题。以上述研究为基础，结合所查阅的文献资料，分析国外成功运用的电子不停车收费系统在我国的适用情况，综合国外的收费系统（ETC），就我国目前正在使用的高速公路的收费系统，结合我国的实际情况，就我国电子不停车收费系统的改造提出部分建议。

Analyzing on the highway toll system in China
Abstract Highway is a bridge lead a country to modernization,also a road to develop transportation and economy. With the highway constantly improving ,it’s an most urgent problem that how to manage and make good use of it ,which give full play to it effect in traffic facilities .chargeable to passing car is a important task of highway management,the construction of the toll system and operation can directly influence the the road of quality of operation and economic benefits.
The paper starts from cognitive function of highway toll system,introducing the Different types of toll system and pointing out it malpractice. This paper focuses on introducing Electronic Toll Collection system .And on that basis,according to toll standard,toll system,charge mode,point out part of the problem that toll system widely used in our country.with that research,combine with literatures,analyze Application of Electronic Toll Collection in our country,and give some suggestions to transform Electronic Toll Collection system,synthesize the Electronic Toll Collection system used in foreign countries,combining our actual condition , give some suggestions to transform Electronic Toll Collection system.
