[摘要]在全球经济发展进入低速期，产业结构面临新一轮调整的背景下，制造业产业结构升级成为我国经济可持续发展的重要研究课题。在中国加入 WTO 以来，全国近70%的外商直接投资投向了制造业，外商直接投资对制造业结构产生了十分重要的影响。而江苏省作为中国的经济大省，凭借其优越的地理位置和经济条件，积极引进外资，实际利用外资的规模和质量都得到很大提高。江苏省引进外商直接投资不仅促进了全省经济总量的增长，而且有利于制造业产业结构的调整。本文以江苏省为例，希望通过分析江苏省制造业利用外商直接投资的情况对其他省份乃至全国起到借鉴作用。
本文在外商直接投资与产业结构调整的理论基础之上，着重分析了江苏省制造业及其利用外商直接投资的现状。进而在广泛收集相关资料数据的基础上，运用定量分析方法就FDI对江苏制造业结构升级的影响进行了实证分析和检验。研究发现，外国直接投资与江苏的国民生产总值以及江苏的工业总产值的增值呈正的相关性；FDI对江苏制造业规模扩大具有促进作用；FDI促进了江苏制造业的重工业化以及技术密集化。
最后，在总结前文的基础上，就江苏省制造业利用外资存在的问题，提出了促进高新技术制造业发展、优化引资质量和引资来源、扩大产业集群、积极诱导外资企业的技术外溢、提高制造业自主研发能力等措施进一步促进江苏省制造业产业结构优化升级。

Effect of FDI on the structural upgrading of JiangSu Manufacturing
[Abstract] As the global economy goes into the low speed gear, the industrial structure face the context of new round of adjustment, manufacturing structure upgrading becomes an important research topic of sustainable economic development. Since China’s accession to WTO, nearly 70% of FDI flows into manufacturing sector, FDI make an important impact on manufacturing structure. As China’s major economy province, JiangSu Province Introduce FDI actively with its virtue of strategic location and economic conditions, The size and quality of FDI has been greatly improved. The introduction of FDI promoted the growth of total economic output of Jiangsu Province and was useful to the adjustment of manufacturing structure. This paper hopes to play a reference for other province or the whole country through analyzing the FDI utilization of Jiangsu Province.
This paper focus on analyzes the development of FDI in manufacturing of Shandong Province under the basis of FDI and industry restructuring theories. How foreign direct investment affects manufacturing industry of JiangSu is discussed quantitatively and qualitatively. In this paper, the status of manufacturing industry of JiangSu Province invested by foreign capitals is described, upgrading of the industrial structure effect is analyzed empirically. Also, mechanism of how FDI affects manufacturing industry is discussed to explore the essence of upgrading.
Finally, I put forward measures for utilizing FDI to promote manufacturing upgrading on the basis of conclusion and problems of Shandong manufacturing. We should promote the development of high-tech manufacturing, optimize the quality and sources of FDI, expand industrial clusters, induce technology spillovers of FDI and improve the manufacturing R&D capabilities etc.
