[摘要]20 世纪90 年代后期以来，随着社会经济的快速发展，以“块状经济”为典型表现形式的小城镇产业集群快速发展着，目前已成为各区域经济发展的重要动力、特色和支撑，在全国工业经济中占有举足轻重的地位。但是，进入21世纪，面对日益激烈的人才竞争、市场竞争、土地供给和环境污染等问题，小城镇传统特色经济的各种弊端不断暴露，主要靠低成本获得竞争优势的增长难以持续。在此背景下，本文将通过实例论证分析问题,得出结论,为小城镇集聚型产业竞争力的提升提出建议和对策。本文以“钻石模型”为研究模型，具体分析了温岭市新河镇汽车内饰产业的发展状况，了解到该产业现阶段正处于稳步发展的发展状态，但仍然存在产品科技含量低、产品竞争力以价格竞争力为主、规模企业缺乏等主要问题，这些问题是我国小城镇集聚型产业存在问题的具体映射。所以，为了解决这些问题并提升小城镇集聚型产业竞争力，本文认为应该从两方面出发，一是集群企业应该重视自主创新，提高产品质量，并通力合作，相互协调发展；二是在发挥市场机制的同时，政府应该制定合理政策，引导并推动小城镇产业集群由低成本型向创新型转变。

[ABSTRACT] Since the late 1990s, with the quick development of social economy, block economy as the typical form of small town economy is rapidly developing. It has changed into the important characteristic of regional economy as support and motivation and plays a significant role in the national industrial economy. However, in the 21st century, in the face of numerous problems, such as increasingly fierce talent competition, market competition, land supply problem and environmental pollution, various disadvantages of traditional small town economy are constantly exposed. Due to that Phenomenon, the competitive advantages mainly by the low-cost are unsustainable. In this context, this paper will analyze the problem through examples to conclude suggestions and countermeasures to enhance industries competitiveness. In this paper, "diamond model" as the model of study, a detailed analysis of Wenling City Xinhe automotive interiors materials industry will be taken. I have learned that the industry is in a state of steady development, but there are still low-tech products by low-price and lack of large-scale enterprise size. Therefore, in order to solve these problems and improve industrial cluster competitiveness, the paper should be considered in two ways. At first, the cluster enterprises should pay attention to independent innovation, try best to improve product quality, and work together for coordinated development. In addition, the government should make reasonable policies to guide and promote the industrial clusters to transform low cost type to innovative path.
