摘要 人口老龄化带来的老年人护理压力是现阶段我国面临的一个重大的社会问题，老年社区护理模式能够有效结合家庭护理模式与机构护理模式的优势，成为解决我国老年人口护理问题的社会必然选择。
本文从资金来源、设施建设、服务内容、人员结构、法律制度五方面分析我国老年社区护理模式的发展现状，找出现阶段我国老年社区护理模式发展中存在的问题及进行原因分析，为完善我国老年社区护理模式提供借鉴意义。目前发现的问题有：资金不足；基础设施不健全；服务内容单一；人员结构不合理；政策法规不健全。造成这些问题的原因主要有：资金来源渠道单一；政府对基础设施建设投入和规划不足；老年人口数量过多且患病率高；护理人员缺少专业培训和资格认证；缺乏统一的法律法规。本文通过借鉴英国、美国、日本三国的老年社区护理模式，提出完善老年社区护理模式的建议如下：一是实现老年社区护理投资主体多元化，二是完善老年社区护理设施的建设，三是提供全面的老年社区护理服务，四是加强老年社区护理人才队伍建设，五是完善老年社区护理法律法规。

Research on Community Aged Care Model in China Under the Background of Population Aging
Abstract Population aging pressure of aged care is a major social problem facing our country at present stage,Community aged care model can effectively combined family aged care model and Institutional aged care model advantage,become the inevitable choice to solve the problems of nursing the elderly population in our society.
This paper analyses the present development situation of China's Community aged care model from the sources of funds, facilities, services,personnel structure, legal system five aspects,find out the present stage our country community aged care model developing problems and reason analysis, for consummates our country community aged care model provides reference. Currently found problems are: lack of funds; inadequate infrastructure; services single object narrow coverage; personnel structure is irrational; policies and regulations are not perfect. The main reasons for these problems are: single sources of funds; The government infrastructure spending and lack of planning; excessive number of elderly population and high preva lence; nurses lack of professional training and qualification; lack of uniform laws and regulations. In this paper, by drawing the United Kingdom, the United States, Japan and three national model of community aged care, community aged care model put forward a sound proposal as follows: First, Realize the diversification of investment, the second is to improve community aged care facilities construction, the third is to provide comprehensive community aged care Services, the fourth is to strengthen the community aged care of qualified personnel, five is to improve community aged care laws and regulations.
