摘要 自2003年，在多方筹资以及农民自愿参与的原则下新型农村合作医疗制度（简称“新农合”）开展试点工作，新农合在满足广大农村居民的健康需要、解决农村居民的医疗保障问题取得了一系列成就，其筹资水平也不断提高。截止2013年，新农合的筹资水平已达到280元。虽然新农合发展迅速，但资金筹集困难问题仍是制约新农合健康、可持续发展的关键。本文是基于青岛市新农合筹资的实际情况，探讨其存在的问题，为青岛市新农合筹资的健康、可持续发展提供借鉴意义。目前，青岛市新农合筹资过程中存在的问题有资金筹集渠道单一、资金筹集水平偏低以及资金筹集方式粗放。经过分析，出现这些问题的原因主要是政府的支持力度不足、新农合制度不完善以及经济发展不平衡。借鉴国外农村医疗保障筹资的经验，对于青岛市新农合筹资问题的解决提出对策建议：首先应加强政府的支持力度，拓宽新农合的筹资途径，其次要建立多层次的筹资标准，最后要因地制宜的选择筹资方式，有效解决青岛市新农合的筹资问题。

Study on Financing Status and Countermeasures of the New Rural Cooperative Medical System in Qingdao
Abstract From 2003, under the principle of raising fund in multiple ways and voluntarily jointing by rural people, the New Rural Cooperative Medical System(NRCMS) was carried out in experimental units, it made great progress in satisfying the health demand of rural people and solving the problem of medical care, and the level of financing is generally improved. In 2013, the level of financing has reached to 280 yuan. Although with the rapid development of NRCMS, the problem of financing is the key factor to restrict the operation and development of NRCMS. This paper is based on the current situation of financing in Qingdao, analysis its problems, and then put forward some effective countermeasures to improve its development. Now, the problems of financing in Qingdao are as follows: the first is single fund-raising channel, the second is the low level of financing, and the third is the thoughtless ways of financing. Through analysis, the main reasons of these problems are the lack of governmental support, the imperfect system and the unbalanced level of economy. Combined with the foreign experience in health care, we put forward some countermeasures to solve these problems. Firstly, the government should offer more support, widen the fund-raising channel. Secondly, we should build different levels of financing. Thirdly, chose appropriate ways to financing.
