[摘 要] 农村最低生活保障制度是国家和社会为保障收入难以维持最基本生活的农村贫困人口而建立的一种社会救济制度。建立农村最低生活保障制度是有效保障农民基本生活权益，促进农村社会经济稳定协调发展的需要。然而农村最低生活保障制度在建立之初，发现了诸如宏观政策指导滞后、保障对象确定难、保障资金缺乏等等问题，为此我们尝试了一些行之有效的解决办法。为了在全国范围内真正确立起农村最低生活保障制度，对其进一步完善就显得尤为关键了。

Abstract：Rural Minimum Living Security System is a kind of social relief system established by nation and society. The main aim is to keep the most basic living standard of poor rural people. To establish such a system can efficiently protect the basic living rights of peasantry. Meanwhile, it is also an efficient way to promote the stable and coordinate development of rural society and economy. While at the beginning of the establishment, we found lots of problems, such as the delays of macroeconomic policies, the difficulty of confirming protective targets and the lacking of relief investment.
