一、产业集群的形成条件
产业集群（Industrial Clusters），是在某一特定领域内互相联系、地理位置集中的公司和机构的集合体。它包括一批对竞争起着重要作用的、相互联系的产业和其他实体，经常向下延伸至销售渠道和客户，并侧面扩展到辅助性产品的制造商，以及与技能、技术或投入相关的产业公司，还包括专业化培训、教育、信息研究和技术支持的政府和其他机构。这是迈克尔•波特在其著作《国家竞争战略》中给产业集群下的一个经典定义，也构成了现代产业集群研究的基础。该定义中明确规定了产业集群首先是在“某一特定领域”，强调了是在某一领域而非各种无关领域企业的聚集，其次强调了“相互联系、地理位置集中的公司”，说明了产业集群首先是地理上的聚集，是区域性产物。
